Lieutenant general in the British Army Baden-Powell started scouting in 1960. In India Scouting can be traced back to 1909 when Capt. T.H. Baker started first scout troop in Bangalore. The Bharat Scouts and Guides was founded in 1950. This organisation is a society registered under Societies Registration Act and is a voluntary, non-political and secular organisation. Scouting is a movement. Its aims are providing young people with value-based, attractive and challenging youth programme, through competent leaders, effective communication, optimum use of technology and efficient management. A Rover/ Ranger is a young person associated with scouting activities.
